Prime Minister Pham Minh Chinh: Implementing key national projects "swiftly, boldly, creatively, with breakthroughs, safety, and quality."
On the morning of December 19th, groundbreaking, inauguration, and technical opening ceremonies for 234 projects and works were held in 34 provinces and cities nationwide to celebrate the 14th National Congress of the Communist Party of Vietnam and the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025).
The central venue was located in Thuong Phuc commune, Hanoi, where the groundbreaking ceremony for the Olympic Sports Urban Area took place, and was connected online to 79 other locations and projects.
Attending the ceremony at the central venue and online locations were Prime Minister Pham Minh Chinh; former President Truong Tan Sang; National Assembly Chairman Tran Thanh Man; former National Assembly Chairwoman Nguyen Thi Kim Ngan; members of the Politburo, members of the Secretariat, leaders of central ministries and agencies, and leaders of provinces and cities.
Today, 234 construction projects across 34 provinces/cities were commenced, inaugurated, or opened for technical traffic, including 148 projects that commenced construction; 86 projects that were inaugurated or opened for technical traffic; 38 projects of ministries and agencies; 39 projects of corporations and general companies; and 157 projects of localities. The total investment for these projects is over 3.4 million billion VND, of which private capital accounts for 2.79 million billion VND (82%), and state capital accounts for 627 trillion VND (18%), spanning many sectors, from hospitals, schools, large urban areas, industrial park infrastructure, expressways, highways to strategic railway projects. These projects are of great significance in terms of politics, economics, security, and national defense, while also opening up new prospects, creating new spaces for development and international integration. The capital structure from private resources is gradually accounting for a higher proportion than state capital.
Notably, the groundbreaking ceremony for the Olympic Sports Urban Area project, with a total investment of approximately 925,000 billion VND from private capital, a large-scale sports project of regional and international significance, creating a modern architectural and landscape space for the southern part of Hanoi; the inauguration ceremony of several projects and the launch of the first flight under the Long Thanh International Airport construction project - phase 1; the groundbreaking ceremony for component 1 of the Lao Cai - Hanoi - Hai Phong railway line construction project; the inauguration ceremony of the construction of Bach Mai Hospital, Viet Duc Friendship Hospital, and Hue Central Hospital; the construction project of the Red River landscape boulevard in Hanoi; and the groundbreaking ceremony for the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai). Construction commenced on the Tan Phu - Bao Loc expressway project (Lam Dong province); the main section of the North-South highway project (Eastern route) was inaugurated and opened for technical traffic; and the first phase of the urban tram line project in Phu Quoc special economic zone commenced construction...
At the ceremony, Minister of Construction Tran Hong Minh emphasized the proactive role and decisive leadership of the Government and the Prime Minister during the 2021-2025 period in infrastructure development, achieving many outstanding results. Many projects exceeded deadlines, social housing development received significant attention, and widespread emulation movements created a strong impetus for action, spreading a sense of responsibility and bringing about a clear transformation in the national infrastructure landscape. This forms an important foundation for rapid and sustainable development in the country's new development phase, contributing to national economic growth exceeding 8% in 2025 and double-digit growth in subsequent years, with the construction sector achieving over 9.0%, contributing approximately 1.96 percentage points to the national GDP growth.
Minister Tran Hong Minh highly appreciated the efforts and dedication of the investors, project management boards, contractors, consulting units, engineers, and workers who worked with a sense of responsibility, discipline, and creativity, overcoming many difficult conditions and great pressure regarding progress and quality. In particular, he thanked the people in the project area for their agreement, support, sharing, and sacrifice of immediate interests, which created high social consensus and was an important foundation for the smooth implementation of the projects, ensuring quality and long-term effectiveness.

From Dong Nai, at 8:10 AM, the Boeing 787-9 Dreamliner of Vietnam Airlines, which took off from Noi Bai Airport at 6:15 AM, landed safely at Long Thanh Airport amidst the joyful applause of delegates, engineers, and workers present at the site. As soon as the aircraft taxied onto the runway towards the terminal, two fire trucks were waiting on either side. Columns of white water were sprayed high into the air, creating a beautiful archway under the bright sunshine of Dong Nai. This was the most solemn ceremony in the aviation industry to welcome the inaugural flight. Leading the special delegation at the Long Thanh airport inauguration was the Standing Deputy Prime Minister Nguyen Hoa Binh.
Mr. Vu The Phiệt, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam Airports Corporation (ACV), emotionally stated: “At this meaningful moment, Long Thanh International Airport has successfully welcomed its first three flights. These are not just ordinary flights, but flights carrying the aspirations, faith, and will to rise of the country after a long journey full of effort and challenges. To achieve this moment, we have gone through many years of preparation, many difficult stages, and accumulated pressures. At the ceremony, Prime Minister Pham Minh Chinh awarded the Third Class Labor Medal to the 12th Army Corps, Ministry of National Defense; LIZEN Joint Stock Company; Son Hai Group Co., Ltd.; Deo Ca Group Joint Stock Company; the State Inspection Department for Construction Quality, Ministry of Construction; and the Planning and Finance Department, Ministry of Construction, for their achievements.” Directly participating in key national projects.

Over the years, LIZEN Joint Stock Company has participated in the construction of many key national and local transportation projects, affirming its capacity in construction organization, quality management, and ensuring progress. Notably, LIZEN is the leading contractor in the consortium for package XL01 of the North-South Highway project, Van Phong - Nha Trang section, completed and put into operation 8 months ahead of schedule, being the first section of the North-South Highway in the 2021-2025 period to be approved for operation. In the Bien Hoa - Vung Tau Highway, National Highway 45 - Nghi Son, and Vung Ang - Bung projects, the company has completed or is currently constructing ahead of schedule, contributing to ensuring the overall progress of the entire project. In addition, LIZEN participates in the construction of many large-scale transportation routes such as Bac Giang - Lang Son, Van Don - Tien Yen, and Ha Long - Van Don; Simultaneously, LIZEN has contributed to the completion of the transportation infrastructure system in Hung Yen province through key projects such as the Ring Road 4 – Capital Region and the Tan Phuc – Vong Phan road. All projects implemented by LIZEN meet the requirements for quality, technical standards, and safety, and are highly appreciated by investors and state management agencies.
Speaking at the ceremony, Prime Minister Pham Minh Chinh also recalled the history of December 19, 1946, when beloved President Ho Chi Minh issued the "Call for National Resistance," and emphasized that the spirit of "national resistance" of the past has become a guiding light for the entire Party, people, and army to successfully implement the Party's resolutions and realize the two strategic goals of the 100-year period.

The Prime Minister emphasized that since the beginning of his term, the Government and the Prime Minister have focused on leading and directing the prior allocation of resources with strong innovation in thinking and methods: Investment Avoid spreading resources too thinly, cut back on many projects to concentrate resources on key and important works; remove institutional barriers and obstacles, and promote decentralization and delegation of power.
Furthermore, the Steering Committee for key national projects and works was established and held 22 meetings to promptly address difficulties and obstacles; the national master plan was approved, creating new development spaces for the country; and widespread patriotic emulation movements were launched, such as: promoting the development of a synchronous and modern infrastructure; "Practicing thrift and combating waste," "500 days and nights of emulation to complete 3,000 km of expressways," "The whole country joins hands to eliminate temporary and dilapidated houses in 2025," the "Quang Trung" campaign to build and repair houses for people affected by natural disasters, storms and floods...
The Prime Minister stated that by 2025, there will be 564 projects with a total investment of over 5.14 million billion VND, of which private capital is the main source with over 3.8 million billion VND (74.6%), and state capital is 1.3 million billion VND (25.4%); nearly 140 large projects have been completed and put into effective operation and use.
Overview of the groundbreaking and inauguration ceremony
"The socio-economic infrastructure projects that have been started and inaugurated in the past and at today's ceremony demonstrate the thinking, vision and aspiration to 'reach further out to the sea'." "Great, penetrating deep into the earth and soaring high into space" is the motto of the Vietnamese people and nation. We have inaugurated many important and strategic projects, projects reflecting "the will of the Party and the aspirations of the people," "leaving no one behind," including projects that are "unprecedentedly large," "firsts," and new projects of "historical significance." Among these, we have inaugurated and opened to traffic nearly 3,200 km of the main North-South expressway, 325 km of interchanges and access roads, and over 1,700 km of coastal roads; "Welcoming the first technical flight at Long Thanh Airport," the Prime Minister stated.
The Prime Minister acknowledged and commended the efforts and determination of ministries, sectors, localities, investors, contractors, consulting units, and workers on the construction site, who "overcame the sun, conquered the rain, and were not defeated by storms," working "three shifts, four teams," "eating quickly, sleeping urgently," "working day and night," "working day and night, working on holidays"... He affirmed that the sweat, even blood and tears, sleepless nights, working through holidays and Tet on the construction site, and "offices that never turn off the lights"... have crystallized into projects that create the development of the country and bring practical benefits to the people. The Prime Minister also commended the proactive, responsible, and decisive involvement of ministries, sectors, and localities in resolving and removing institutional and policy obstacles; and commended the press and media agencies for their active dissemination of information. The Prime Minister emphasized the importance of spreading exemplary models and best practices in implementing important national projects. He also expressed deep gratitude to the people who readily relinquished their land, relocated their homes, and accepted immediate hardships to build infrastructure for the country's future.
The Prime Minister requested that all levels, sectors, localities, agencies, and units focus on implementing the "5 guarantees" in the investment and development of socio-economic infrastructure projects: ensuring a transparent institutional framework, smooth infrastructure, intelligent governance, common practices, and cooperative understanding; ensuring the supply of materials, progress, and quality of construction; ensuring the progress of land clearance and resettlement; ensuring improved capital utilization efficiency, preventing cost overruns, corruption, negative practices, losses, and waste; and ensuring that investments yield tangible results, bringing practical benefits to the people and promoting rapid and sustainable socio-economic development. The Government and the Prime Minister pledged to continue playing a central role. "The Prime Minister expressed his belief that key infrastructure projects will be completed on time, with quality assurance, and will bring practical benefits to the people, contributing to the country's steady progress into a new era of prosperity, civilization, happiness, and socialism."
